Emmanuel Lutheran Church Building Committee Notice of Congregational Workshop and List of Proposed Recommendations The Emmanuel Building Committee "BC" was formed by Church Council and asked to consider Emmanuel’s mission in making recommendations to council of proposed improvements to Emmanuel’s building and property. Prior to making those recommendations to council the BC is seeking input and comment from the congregation and will be conducting a congregational workshop at noon on Sunday, September 21 following the 10:30 a.m. service. At the workshop the BC will explain its proposed recommendations, answer questions and receive input and comments. All members of the congregation and other interested persons are welcome to attend. Written comments may be submitted to the Church office, to any member of the BC or Church Council (see list below), or by email to elc@moscow.com . The BC has prepared a working list of proposed Phase One Recommendations (short-term improvements) and Phase Two Recommendations (long-term improvements). Final BC recommendations will be made to Church Council following the September 21 workshop. Church Council will then review the recommendations and, with further congregational input and/or approval, make decisions regarding the BC’s recommendations. We want your feedback. Please mark those items about which you agree or disagree. If there are items you believe should be added, please let us know. We look forward to meeting and working with you on Sunday, September 21 at noon in the Fellowship Hall. BC Subcommittees are designated as follows: Italics indicate that more than one subcommittee recommended this action item. 1. Phase One Recommendations (short-term improvements) Infrastructure The HVAC system should adequately control the environment in the sanctuary to maintain the organ in good tune and condition. (M,W,I) Electrical outlets: (A,K,M, C) Upgrade current outlets, especially in kitchen Install a programmable furnace control system which ties heating and cooling systems together. (I) Ducts: Fellowship Hall exhaust system; replace one that was removed in previous
upgrades. (I) Lighting Drive through, upper level, more efficient and motion sensors. (A,E, I) Storage Provide organizational shelving in key storage areas to create more efficiency in storage. (C) Clean out all of the "stuff" from storage spaces that is not needed. Hold a mission endowment yard sale, recycle or dump unneeded or unwanted things. In the event that there is "stuff" that is needed but there is not enough space to store, explore renting storage outside the church building. (C) Hallways cleared of items that should be in storage. (A)
Building Offices: Address issues of safety for pastors and support staff by creating a window and in the southeast wall of the basement foyer so that visitors can access support staff from the foyer. This would entail reconfiguring the main office and the Office for the Pastor for Youth and Family Ministry. This would allow the main office to be accessible from the foyer. The door to the current office for the Pastor for Youth and Family is not wide enough to accommodate a wheel chair. (C) Create an office space for use by the director of music. (C,M) Consider office and prep space for Pre-school staff and office space needs for Habitat for Humanity. (C) Ensure ADA compliance in classrooms, hallways, other passage ways and office areas of the church. (C,A) Automatic door openers installed and ones currently in place working properly. (A) Mats in front of exterior doors need to be easily maneuvered and flush with sidewalk to prevent tripping. (A) Floor ducts flush with floor so they don’t catch on shoes, crutches or walkers. (A) Motion sensor lights, on/off, at appropriate locations inside. (A,I,C) Plumbing upgrades in bathrooms and kitchen. (K) Timer system to synchronize circulation of hot water to all bathrooms with times of use. (I) Safety Emergency lighting review. (A,I,C,G) Height of electrical switches and outlets. (A) Fire code Compliance (A,C) Fire extinguishers at accessible height for wheelchairs. (A) Fire exit maps including plan to get handicapped people out of building in case of fire. (A) Smoke detectors (A,C) Ensure that all classrooms have exits that would allow for safe escape in case of fire. (A,C) Banisters & rails at all stairs and ramps. (A) All floor electrical should be flush with flooring. (A) Air conditioning & insulation in church office area. (C) Entryway & Narthex Open the entrance from the bridge to the narthex so they flow into each other and towards the sanctuary. (E) Use a different system for opening and holding the large doors connecting the two areas. (E) Regulate the temperature of the bridge area so it can be used year round. (E) Low maintenance window treatments to help monitor the temperature. (E) Smooth flooring material that is the same in the bridge as in the narthex and a material that is easily maintained. (E) Raise the ceiling level; possibly add a skylight. (E) Possible wall bookcase/ magazine holder to hold church materials. (E) Group chair seating with a few side tables, possible couch or cushioned bench and plants. (E) Remove low ceiling (false ceiling?) and place skylights that visually connect with a possible one in the bridge. (E) Smooth flooring that is consistent with the flooring in the bridge and easily maintainable. (E) ADA bathroom, possibly in the Sunday school storage area (another suggestion is for an ADA bathroom in the parent’s room) with a window for light. (E,A) Water source (sink in small counter w/ mini fridge below, and cupboards above. (E) Space for the espresso cart by the counter. (E) Coat area (E) Change wall by the stairs so it is railing height and possibly thinner. (E) Habitat area a possible library area with comfortable chairs, side tables, window. (E) Movable font at entrance to the sanctuary. (E), (M: move font from front, not necessarily to entrance) Two entrance doors into the sanctuary with a glass panel between them so one can see into the sanctuary and there is a visual flow and /or glass doors also. (E) Table for the communion wine, bulletins and guest book. (E) Sanctuary Improve the sound system and the acoustics in the sanctuary. (W,M,A) Redesign the music area to make the space larger, more flexible, and more accessible. (M,A) Modify/move/remove the pulpit. (M,A) Remove/reduce the stepped platform in the area. (M,A) Increase flexibility in the positioning of the organ console and the piano. (M) Integrate the music area with the altar area. (M) Modify the acoustic shell backdrop around the organ to increase the available space. (M) Replace the piano in the sanctuary with a higher quality piano. (M) Altar & pulpit not accessible to walkers and/or wheelchairs. (A) Cushioned pews (W) Fellowship Hall, Kitchen, Downstairs Bathrooms Capitalize on any potential storage space that might be created by reconfiguration or remodeling of the kitchen area in the fellowship hall. (C) Oven heights adjusted for accessibility. (A) New appliances in kitchen: (K) Dishwasher New floor in kitchen. (K) Drain under sink needs to be more accessible. (K) Making kitchen accessible for disabilities – cupboard & oven heights, dishwasher, countertops, corners. (K,A) Fellowship Hall Additional storage on stage, in east wing. (C,K) Accessibility for stage – ramp (A) Downstairs Bathroom Downstairs bathrooms need more space to move in wheelchair and level flooring in wheelchair accessible stalls. (A) Install low flow toilets (K) Replace sinks (K) Replace floor covering (K) Grounds Handicapped parking outside is limited for those that need room to operate a ramp from van to ground. (A) All marked handicapped parking should be closest to main working doors upstairs and downstairs. (ADA) (A) Sign in parking lot that reminds people to not block ramp. (A) Signage, including sign frame for special events banners (G) Enhance appearance of driveways & walkways (include properly inclined ramps for wheelchairs, appropriately designated handicapped spaces). (G, A) Reconfigure grassed areas for easier mower access. (G) Establish cool-season short-grasses in hard-to-mow sites. (G) Replace bark barrier cloth. (G) Replace mail and package delivery boxes with secured units. (G) Install movement control barriers that limit or prevent access to part of property. (G) Addition Undertake feasibility analysis for construction of parish building/wing east of existing church building to include classrooms, offices, kitchen, stage, gymnasium, and storage. Phase Two Recommendations (long-term improvements) Infrastructure Zero Energy Costs (I) - Solar Collectors; Generate hot water and heat and possibly surplus electricity for sale to electrical grid. - Geo-thermal heating/air-quality systems to replace natural gas fired boiler and air conditioner units. Building Windows: - Replace all single pane windows, lower level (I) - Alcove installment; review and consider (I) Add ramps as necessary (A) Replace inappropriate carpets for wheeled chairs & walkers (A) Non-slip surfaces where flooring is slick (A) Narthex flooring replaced (A) Safety All Safety items are included in Phase One. Sanctuary Windows in sanctuary (W) Sound System (I) - Upgrade for sermons, choir and other presentations Parent’s room doorway is not accessible (pending accessible bathroom upstairs) (A) Choir area not accessible and access is to narrow for limited mobility persons. (A) Accessible restroom upstairs (A) Easy accessible access to Parent Room from Sanctuary (A) Choir & Bell Choir area not accessible for wheeled vehicles. Access too narrow for limited mobility persons. (A) Make the sanctuary "furniture" (altar, pulpit, font, pews, etc.) movable (M) Provide adequate storage for any piece temporarily removed from the sanctuary and accessibility to that space. Alternatively, do not alter sanctuary furniture except to address Phase One Recommendations regarding redesign of music area. Improve sightlines between the congregation area and the music area (M) Provide for the future expansion of the organ. (M) Fellowship Hall, Kitchen, Downstairs Bathrooms Downstairs Bathroom (K) Add shower Grounds Construct picnic area, basketball, and tennis courts near cell-tower (G) Construct padded play area for preschool (G) Reposition fences to allow easier access with riding mower (G) Change vegetation to reduce need for re-barking, annual raking cones & leaves, pruning and irrigation (G) Enhance unused space (G) Install a security system (extra lighting, infrared security cameras and webcams. (G) Provide regular presence on all parts of the property. (G) Remove berm from around the church and replace with gentle slope and landscape (G) Addition Plan, design, finance and construct parish building/wing. (G)
