Assistance Program
The Client Assistance Program (CAP) is a federal program
operated by Co-Ad, Inc., a nonprofit legal services organization.
The Program's goal is to identify, explain, and resolve any
client issues with rehabilitation programs such as:
- Idaho Division of Vocational Rehabilitation
- Idaho Commission for the Blind and Visually Impaired
- Independent Living Centers
- Other RSA funded programs

Eligible for Client Assistance Program Services?
- People seeking information about rehabilitation programs.
- People applying for services or receiving services from
rehabilitation programs.
- People who are dissatisfied with the services from
rehabilitation programs.
- People who have been denied services for which they may
be eligible.
What are
Some of the Rights of a Rehabilitation Client?
You have the right to ...
- Apply for services.
- An assessment of vocational rehabilitation needs.
- A fair and complete evaluation.
- A written eligibility determination within sixty days
unless you agree otherwise.
- Receive services in a reasonable period of time.
- An individual plan for employment.
- An appropriate form of communication to accommodate your
disability.
- Appeal decisions you do not agree with.
- Request and receive information on available services.
- Request and receive information on your rights.
- Make informed choices about the services you receive.
- Participate in writing your employment plan.
What is Your
Responsibility?
It is your responsibility to ...
- Stay fully involved in your rehabilitation program.
- Be sure you are informed about services that are
available to you.
- Help set your goals and write your employment plan with
your counselor.
- Follow through with your plan for rehabilitation.
- Ask questions when you do not understand information.
- Keep appointments or let your counselor know beforehand
if you cannot.
What is Co-Ad?
Co-Ad, Inc. is a nonprofit legal services organization which
manages several programs designed to protect the rights of people
with disabilities.
Co-Ad, Inc. was founded in 1977. The Governor has named Co-Ad,
Inc. to be Idaho's Protection and Advocacy System for people with
disabilities.
How Can
Co-Ad Help?
- By providing information about community services.
- By advising you about your legal rights.
- By providing help with settling disagreements through
mediation and negotiation.
- By providing legal representation, including help with
appeals and court cases.
CAP services are provided free of
charge.
